Swelling of the neck

Ok............My mom is 1 year post radiation/chemo and 2 years post neck dissection surgery. She still has trouble eating solid foods but is able to eat milk shakes; liquids.
But,now something really strange is going on. This started Saturday and I don't even know if it cancer or procedure from cancer related???? But I thought I would come on here and see what everyone thinks. She started out with a rash on her neck, a real angry red rash and it is spreading into her jaw and down her neck and up behind her ear. Now the day before this happened, she woke up with a really stiff neck where it was hard for her to move it....
On top of it, her neck is swollen, not like from a bump(tumor) but swollen around a large area...and on the chord running down the neck.
It does seem to itch her.....What could this be? I don't know if there is cancer related or something completely different...... Yes, she talks meds.....pain medication and blood pressure medication.......What do you think?

One year after my radiation therapy I was really worried by a swelling on the right side of my neck where I had had the radiotherapy. I first noticed it whilst looking in the mirror when brushing my teeth, as I could see a difference between the left and right sides of my neck. I contacted my macmillan nurse who arranged for me to see my consuiltant earlier than planned. I had a CT scan and this revealed nothing other than post radiation therapy swelling. I now believe that what I spotted was that the swelling on the left side of my neck, which was less affected by the radiotherapy, has recently gone down, and this side now looks as it used to. What I noticed was the difference in the two sides of my neck, as the right side still shows some post radiotherapy swelling.

So the swelling could be just a normal aftereffect of the treatment. The rash could also be caused by the extreme sensitivity of skin after radiotherapy. However it would be a good idea for her to see her consultant and get it checked out.
